Alters can be classified as: 1. A man can be an alter carrying the presence of God 2. Gathering of brethren  3. Physical monuments like going to the top of the mountain to pray  While a foundation is a structure of a building before it is being constructed or built. An Alter is effective when covenant is being activated between two set of people. An alter can not function without covenant. Conclusion, if at all you want Dominion then raise an alter and ask for God's presence to fill your alter.
